I like the idea you have for this, Only thing is, I only do Peaceful survival. 
But none the less, This is a great thing to do in my opinion.

Well Yocow stated before on the server he will not/cannot install a faction plugin or something of that same mentality. (Sorry for big words )
I also heard they will be getting rid of anarchy survival soon anyways(can be wrong)...Such a shame because peaceful survival just eliminates the meaning of "survival". Well at least to me it does, I believe in the survival of the fittest!
At least with factions plugin, you can't hurt other players in the same faction and cannot destroy land in another factions territory. At least that makes it a little more peaceful... >_>
